So you wanted me to rate this and here I am.

-On Swampert, you want 236 HP EVs IMO. This allows you to hit your highest optimum leftovers recovery point, which is useful for Swampert as he is immune to Sandstorm and resists Stealth Rock. Then, depending on how you want him to be orientated, you can have either 176 or just 252 EVs in Defense, and then I'd put the filler in Special Defense rather than Attack, just because Special Defense is a less specific stat than Attack. However, I would put 4 EVs in speed to outrun other Swampert. He also wants an Ice move over Surf, since you are running Roar. Ice Beam is probably your best option, however there is also Avalanche or Ice Punch, which would allow you to run Impish (which might not seem like much but it lets you outrun other Impish Swamperts and KO them at like 30% with the 4 EVs in speed.) Also you know he doesn't resist ground right?

-On Heatran I'd really suggest either making him simply a defensive variant with WoW or something, without ResTalk or use Earth Power over Roar. Heatran needs the coverage IMO. I'd also run 32 SAtk to always 3HKO Restalk Machamp. Put the leftover EVs where you want.
However I would just change Heatran altogether to something like Specs or LOtran, since the team isn't defensive at all, so Heatran shouldn't be.

-Togekiss isn't a great pokemon tbh. If the only reason you are using her is because she can come in on EQ and flinchax, replace her. That's quite a bad reason to use something. Let's see... You're DDMence weak, SubCharge Rotom weak, CMLatias weak and a little weak to Bounce Gyarados. Scarf Latias solves all of these problems (although doesn't want to come in on a Rotom with a few boosts and a sub under it's belt.) So use her instead:

Anyway now that your team is weak to a lot less, we can focus on improving synergy. Now you resist everything twice except Rock and Flying. You're also a lot less Mence weak (since Latias is easy to Pursuit)

-Celebi is fine I guess.

-I would replace Heracross with something not weak to Fire, since now you have 3 fire weaks. SDApe basically does the same thing- pull off a physical sweep lategame. Great cleaner IMO.
